Bollinger Bands are a moving average with two outer bands placed a set number of standard deviations above and below it. The bands widen when price gets more volatile and tighten when it calms down. They give a visual sense of how far price has stretched from its recent average.
They turn volatility into something you can see at a glance, framing how unusual a move is.
